FHCP statement on CUSMA review and North American supply chains

Food, Health & Consumer Products of Canada (FHCP) notes the United States’ decision not to renew CUSMA in its current form through the agreement’s scheduled review process. While this outcome was not unexpected, it reinforces the importance of a constructive review process that gives businesses in all three countries the certainty they need to plan, invest, and compete.

Most importantly, CUSMA remains in force. For Canada’s food, health, and consumer product manufacturers, the agreement protects the tariff-free movement of finished goods, ingredients, inputs, packaging, and equipment across highly integrated North American supply chains. That stability is critical to keeping production running, maintaining access to key export markets, supporting jobs, and helping companies manage costs for the everyday essentials Canadians rely on. The work now is to ensure the review process reinforces that certainty, rather than creating new barriers to investment, planning, and cross-border trade.

Canada, the United States, and Mexico have spent more than three decades building one of the world’s most competitive regional trading relationships. That integration is a shared advantage that strengthens manufacturing, supports jobs, improves resilience, and helps all three countries compete globally.

As discussions continue, FHCP encourages all three governments to focus on practical outcomes that preserve duty-free access, avoid new tariffs on essential products and manufacturing inputs, and reinforce business certainty. A strong, modern, and predictable CUSMA is in the interest of Canada, the United States, and Mexico. FHCP will continue working with governments and partners to ensure the review process strengthens North American competitiveness while protecting the affordability and availability of the products Canadians depend on every day.
